How to promote Responsible Drinking:
Custom Phone Cards help keep People safe

The Grand Forks Air Force Base's 0-0-1-3 Responsible Drinking Program was implemented in September 2006 in reaction to a national health crisis. Binge drinking, underage drinking and driving under the influence had become all too common.

The 0-0-1-3 program is based on science and physiology. The first "0" stands for zero drinks for those younger than 21. The second "0" stands for zero DUI offenses. The "1" stands for one drink per hour to give the liver enough time to process the alcohol. The "3" stands for a maximum of three drinks per night to keep the body's blood-alcohol content below 0.05 percent.

The purpose of the program is threefold. First, it reminds people that it is not prohibition. Second, it keeps most people under the legal threshold of a blood-alcohol content of 0.05. Third, it allows people to keep their behavior at a personally responsible level.

To assist with getting the program's message out USAA teamed up with the 0-0-1-3 Focus Group to sponsor and purchase 4,000 15-minute custom phone cards. The goal of these phone cards is to provide the 2000 members assigned to the base another tool to help combat drinking and driving in the state of North Dakota. When a member is in a situation where they have consumed too much alcohol and are in need of a ride they can pull out their USAA sponsored 0-0-1-3 phone card and call Airman Against Drunk Driving or anyone in their Chain of Command by calling the 24-hour Command Post. both numbers are listed on the card.

It's a worthwhile program because it takes care of our most precious resource-our people. 0-0-1-3 custom phone cards help keep our people safe.
